national average of 70 per cent. Intervening in the reply to a short notice question raised by Abdul Bari Siddiqui (RJD) who alleged that only Rs120.90 crore had been spent under Swarn
Jayanti Gram Swarojgar Yojna against an allocation of Rs 570.57 crore during 2009-10, Kumar said it was due to the neagative attiude of the commercial banks. He told the House that during
the recent visit of RBI governor Dr D Subbarao to Patna "I had raised the issue very strongly and had told him about the low percentage of loans advanced by the commercial banks though
the deposits were on the rise. Referring to the suggestion of Ramdeo Verma (CPM) that a special house committee be constituted to probe indepth the role of banks, Kumar said he had no
hestitation in accepting the opposition demand but since the adminstrative functioning of the banks were under direct control of the Centre, the assembly secretariat should go into details
whether the House committee was competent to inquire the functioning of the banks.
