Developers and landowners in the Mission Hills, Banker’s Hill and Hillcrest areas Thursday persuaded the San Diego Planning Commission to postpone decisions on two controversial measures to


restrict construction in neighborhood canyons. The commission will decide June 20 whether to approve a one-year moratorium on development in the canyons. It also decided to wait until July


25 to decide whether to approve a complex plan to preserve the canyons by banning development on steep slopes through a “transfer of development rights”--a process that would give owners of


canyon lots special consideration should they build elsewhere. The commission made the postponements because developers and landowners complained that they were not given enough time to
