A construction company Thursday lost another bid to keep a controversial slow-growth initiative off the November ballot in San Diego. The 4th District Court of Appeal denied a request by
Pardee Construction Co. and Michael Madigan, one of its executives, to keep the issue off the ballot because of conflicting wording on the initiative petitions. Madigan and his company filed
their appeal Monday, the same day the San Diego City Council voted to place the initiative on the November ballot. The measure seeks to curb urban sprawl and to slow development in the
so-called “urban reserve,” about 20,000 acres in the northern reaches of the city designated to be untouched by developers until 1995. It calls for a citywide election on any proposed
