
Black firm files discrimination suit over elsinore valley sewer contract

A lawsuit was filed in U.S. District Court in Los Angeles on Monday by a black contractor alleging discrimination against the City of Elsinore, the Whittier-based Cornish Construction Co.
and J. M. Montgomery Engineers Inc. of Pasadena. The contractor, Gloria Jackson, president of Cities Development Group Inc. of Inglewood, was awarded a $984,947 contract last May as part of
a $23-million state and federal sewer project for the Elsinore Valley Municipal Water District. Jackson’s firm subsequently was eliminated from the contract last fall, triggering
discrimination charges and the lawsuit. Jackson is seeking a restraining order halting the sewer project until the dispute is resolved. MORE TO READ
