Ethiopia, under pressure from Western aid donors, has temporarily halted mass resettlement of more than 1.2 million famine victims from the drought-ravaged north to more fertile lands. The
U.S. government has been the most vocal critic of the program, saying some were forced to move at gunpoint. Since the program was begun in October, 1984, about 600,000 people have been moved
