ABSTRACT THE Eighth American Scientific Congress was held in Washington, D.C., during May 10–18, 1940. This Congress was convened by the Government of the United States with two purposes in


view. The first was to advance scientific thought and achievement by enabling the scientific men and women of the twenty-one American Republics to meet each other, to exchange ideas, and to
