Acting Associate Director
Richard “Toby” Rose has joined our team as the Carl Vinson SAIL Coordinator beginning September 11, 2023. He leaves the Charleston VA as the Chief of Informatics and Analytics where he was
responsible for the GPM office, SAIL, VERA and Informatics. Prior to that assignment he was Charleston’s SAIL Coordinator from 2014 to 2021. During his tenure in Charleston he was a key
player in moving the facility from a 3-star to a 5-star facility in SAIL. This effort also paved the way for Charleston’s initial double 5-Star ranking in 2023 for HCAHPS and Quality in CMS
Compare. Charleston’s inaugural ranking was the highest ranking for all level 1A facilities in the VA.
Prior to his tenure in Charleston he served in executive leadership as the Associate Medical Center Director at the Manchester, New Hampshire from September 2008 to December 2010 then at the
Augusta VAMC from December 2010 to April 2014. Previously, Mr. Rose was the Project Coordinator at the Birmingham VA Medical Center from February 2007 through September 2008. Other past
assignments include Executive Staff Assistant to the VA Southeast Network’s Finance and Business Council and the Coordinator of the Domiciliary Homeless Veterans Program at the Dublin VA.
Mr. Rose graduated from the University of Georgia in 1993 with a BA in Social Work and from Florida State University in 1995 with a Masters in Social Work. His tenure with the Department of
Veterans Affairs (VA) began in 1995 as a Social Work Intern at the Carl Vinson VAMC in Dublin, Georgia. Toby has served on numerous VISN and National Committees. He is a 2007 graduate of the
Executive Career Field Program and a 2010 graduate of Leadership VA.
Toby and his wife, Karen, have two sons both of whom are in College. They consider Middle Georgia to be their home.
